HRW declares war with Mitchell over Ethiopia aid claims
The powerful NGO says the international development secretary has been "disingenuous" and "misleading".

Human Rights Watch (HRW) has accused Andrew Mitchell, the International Development Secretary, of being "disingenuous" and "misleading" about the misuse of aid in Ethiopia.
Last month, an investigation by the Bureau of Investigative Journalism and Newsnight revealed that the Ethipian government was using long-term development aid for political purposes. It found that communities considered loyal to the opposition had been denied food aid, seed and fertiliser.
Appearing on Newsnight last Wednesday, Mitchell stated that no British development support goes through the government of Ethiopia. He also said that officials had conducted an on-the-ground investigation and found no evidence of the systemic misuse of food aid.
This is where HRW got involved. Jan Egeland, the deputy executive director for HRW Europe, has written an open letter questioning Mitchell's comments. It uses exceptionally strong language, and is unprecedented in accusing a secretary of state of being misleading, and implying he has bowed to pressure from the Ethiopian government. Here are the highlights:
You said in the Newsnight interview that DFID officials had investigated the allegations but, "found no evidence at all of systemic misuse of food support." However, . a proper investigation capable of drawing conclusions about the nature of abuses by the Ethiopian government would need to be conducted at the field level, and our understanding is that no such investigation has been undertaken.

Your claim that no British support goes through the Ethiopian government is disingenuous. The vast majority of British support to Ethiopia passes through the government.

We recognise that the Ethiopian government is extremely resistant to scrutiny. Nonetheless, the British government and other donors to Ethiopia should not allow the Ethiopian government to dictate the terms on which public British money is monitored, and every effort should be made to prevent British development aid from strengthening authoritarian rule and repression.
The letter goes on to explain that the Ethiopian federal government is responsible for administering and monitoring the largest development programme, which the British Ambassador to Ethiopia said was "budget support in all but name".
Mitchell has replied:
As I have made clear, the British government does not agree with all of your assertions nor your conclusions. We also do not believe the report is methodologically sound.
Human Rights Watch is an organisation for which I have profound respect and admiration.
But it is important not to overstate criticisms in an unbalanced manner, the effect of which will be to undermine the vital work HRW carries out in other parts of the world.
You point out in your letter that the Ethiopian government must not dictate the terms on which British public money is monitored. I am happy to confirm that this is not the case.
After Mitchell's Newsnight appearance, a DfID official confirmed that the investigation he referred to was actually a desk study conducted from Addis Ababa. It looks as if the matter will not be resolved until a full on-the-ground investigation is carried out.
UPDATE - 3.20pm: I've been contacted by DfID, who said that the statement read out on Newsnight (regarding the desk study) was inaccurate. The following clarification was read out on Friday's programme:
The Department for International Development has confirmed that, as Secretary of State Andrew Mitchell made clear on Wednesday's programme, DFID officials in Ethiopia did make regular field visits to look into the allegations of aid distortion.
Those field visits -- and dozens of similar visits by other donor agencies -- made clear that there was no systemic distortion for political reasons in the distribution of aid.

Human Rights Watch is a neo liberal interventionist organization that works closely with the State Department to unseat third world governments it considers are hostile to Corporate America. The fact that the Ethiopian government has openly declared its intention to follow China's model of developmental state has not sat well with HRW. So it has concocted all kinds of human rights abuse allegations against the Ethio government to persuade donor countries and institutions from financing development projects in Ethiopia, there by weakening the government for a revolution of some sort. Ethiopians are fully aware of this wicked HRW mission. That is why they are voicing their disgust at HRW.

Very unfair, immoral claim by HRW in my opinion. I have worked in several Africa countries - in Ethiopia for the last 3 years as an employee of the UN. Among all the African countries I have had a priveledge to work in, I can personally vouch for Ethiopia is one of the best -- if not the best -- countries that uses foreign aid very effectively. As one of the posters said above, Ethiopia is one of the few countries which is in pace to meet MDGs -- Millennium Development Goals. The numbers don't lie. It is impossible for Ethiopia to make such significant progress towards the MDGs and other socioeconomic indicators if HRW claims of systemic abuse of foreign aid was occurring. Frankly, I find HRW to be a very irresponsible, unethical organization as it desseminates unverified, politically motivated allegations as facts --- that's not only immoral but criminal.

All said in the comments above about unfounded, ill and biased allegation by HRW but we should not take HRW as representative of the generous British and other donor countries. If everybody else was like HRW in those countries we would not have any aid and support for the poor and misfortunate people in Africa, so thanks for those generous and thoughtful donors.

But why is HRW working closely with those power monger extreme opposition’s parties in Ethiopia, why it can't be assess facts independently.

Hence the claim that British aid doesn't go through the Ethiopian government is either ignorance of how politics in Ethiopia is conducted or an intentional denial of the truth for whatever reason. Hence Andrew Mitchell, the international development secretary, should bring his evidence that no government hand is involved in Aid in Ethiopia. He should explain how the grass root EPRDF mechanism of control which includes kebele, wereda and got (sub-kebele) units with their personel control what is happening at household level.

What is really surprising about this report is the fact that it clearly presents the method deployed by the anti-African elements to undermine Africa and its progress. Two decades ago, this same tactic was also deployed unsuccessfully to undermine China and I am sure it will never work in Africa anymore as well. We in Africa have been tricked, exploited and undermined for far too long by now to have figured out what you mean when you say human rights in African and in this case Ethiopia compared to Saudi Arabia,Qatar etc. Everyone interviewed by Human rights is still based in Ethiopia and they are openly criticizing the government, and they should do so if they don’t agree with its method, but you tell us they can’t speak openly, they are denied aid because they don’t support the government? Ethiopia, undeniably has made a tremendous progress in lifting millions of people out of poverty, raised education coverage to nearly 92% from 31% fifteen years ago. Raised health coverage from 22% to 83%. Students going to university every year now number 123,500 compared to 5,500 two decade ago. The huge expansion in infrastructure coverage compared to a decade ago is now being highlighted as one of the success stories in Africa. In every measure, Ethiopia is rising from the ashes and here you are trying your hardest to undermine and in so doing keep Ethiopia and Africa your condom as in the past.
In case you didn’t know it yet, you can do whatever you like but it will never be possible to make Africa kneel to you anymore. Africa is now a continent that will set its own agenda. It will never follow you foolish prescriptions but heal itself using its own medicines.

What a pity? the 'Human Rights Watch'is insisting to be more catholic than the pope. The Department for International Development has confirmed from concrete facts on the ground that no aid is misused by the Ethiopian Government. What else evidence does it require the approval is not from the Ethiopian government it is from the donor itself. I thing the HRW is not ready to accept facts unless the international community accepts every allegation as a true story. HRW needs behavioural change.

What a pity to HRW. We know that the Ethiopian government has, with all good intentions, poor administration record on all matters, including distribution of aid. Apart from this, I have no doubt in my mind, with all my resentments to the system, that it can use aid as a political tool. HRW, please try to be logical and argue based on fact. Generalization and insistence based on some incidents which might show violations. Also as correctly said, HRW has said no more serious things on the Arabs, who are thinking to give women the right to vote yet.
