Do leasehold reforms go far enough?

Labour’s plans won’t come into force until 2028.


Millions of leaseholders in England and Wales will get their ground rents capped at £250 per year as part of Labour’s long-promised overhaul of a hated system.

Reforms also include proposals to ban the sale of new leasehold flats, in a bid to give people greater control over their homes.

The announcement has been welcomed by owners of leasehold properties, some of whom have been trapped in arrangements with negative value due to overpriced and exploitative ground rents. 

Anoosh Chakelian is joined by Will Dunn to discuss the impact the ground rent cap will have on property values – and why delaying implementation until 2028 is “dangerous”.
