John Reid’s big idea of splitting the Home Office in two is causing him all sorts of brother. The judges don’t like it, Charles Clarke thinks it’s silly and no one working in the criminal justice system knows what it will mean and no one was told it was happening. Even Gerry Sutcliffe (the minister responsible for prisons and probation) only found out at the very last minute. The whole thing was rushed through at such a pace, I am told, that the Permanent Secretary at the Home Office, Sir David Normington, apologised to senior staff that they had found out about it via the 10 O’Clock News.
