A silent fanfare

Council officials have banned circus clowns from blowing their trumpets at a big top in Birmingham, because they don't have a music licence.

"I'm a big fan of silent comedy," says Martin Burton, owner of Zippo's Circus, "but this is ridiculous."

The city council insists that even three minutes of trumpeting is covered by the Licensing Act 2003.

Hands in view

Norfolk Police has issued a modern behaviour guide and appearance code to its officers.

It was unveiled at yesterday's police gala. Officers have been told to be polite and courteous, to dress appropriately, to be tidy, not to use mobile phones in public view and not to keep their hands in their pockets.

A robber was caught after he stole a mobile phone - then handed his victim his inferior handset as compensation. Eneas Tanyongana, 27, of Harlow, was caught in hours.
