Profile

The Centre for European Reform (CER) is the most prominent think-tank concerned with the European Union (EU). The group aims to promote positive British engagement with Europe while also urging reforms to create a more democratic and accountable EU. These aims reflect the group’s identity as “pro-European but not uncritical.”

The organisation was founded in 1996 based on the belief that the prevailing think-tank approach to the EU was inadequate and unconstructive, with Eurosceptic bodies such as the Bruges Group dominating the debate. The group’s current director, Charles Grant, took up the role in 1998 after leaving The Economist, where he had been defence editor.

The CER’s recent publications have included work on the future of the euro, the effect of the economic crisis on new member states and relations with Russia.
