Where's Dubbya?

The New Statesman has called George W Bush a dictator for as long as I can remember, yet there's no sign of him in your "world's top ten" (4 September). Why? Is the NS finally realising that Dubbya is, in fact, a democratically elected politician, who can be removed as and when the electorate sees fit?
