The paper's Civic News page will cover news from Southampton City Council and Hampshire County as well as news from the borough and district councils that operate under the County.
Editor Ian Murray said the paper was keen to cover the smaller counties though they already have two big and powerful councils under them. The smaller councils also make important decisions that affect people's lives, he added.
