Councils need to be transparent about costs, says Caroline Spelman

Spelman added that councils should be able to justify their media expenditure, if the taxpayers "scrutinise and challenge" councils over publication of print costs, design, delivery and editorial costs.

She said there is a need to take a long hard look at taxpayer-funded media and communications.

In line with the Conservatives' idea of maintaining greater transparency, Spelman said that they would require councils to publish exactly how much they are spending on town hall newspapers.
