Delays in the care system are leading to vulnerable children being place at risk, says children's charity Barnardo's.

At the moment county courts are taking 57 weeks on average to make care or supervision orders relating to children. Family courts are not much faster, with an average wait of 45 weeks for cases to be resolved.

Barnardo's chief executive Martin Narey said that this sort of delay "an inordinate amount of time for them to be trapped in desperate limbo, unclear of their future and very possibly at risk".

"At a time when stable relationships and secure attachments are vital for a child, they are instead engulfed in a period of uncertainty and confusion," he said.

According to the charity the situation has worsened in recent years, with court statistics showing a 50% rise unresolved care cases from the end of 2008 to the end of 2009.
