Should the NHS only focus on supplying basic health needs?

Parents of this topic:
A founding principle of the NHS was that it should promote a healthy lifestyle. Should this and emergency treatment be its sole duties? Such a policy would slash its funding budget and consequential tax cuts could then fund private insurance for those that require further services. But would this move destroy the NHS as we know it and jeopardise the work of its professionals in non-emergency fields?
