Parents of this message:
Does the NHS need structural reform rather than increased investment?
The aim should be to make all aspects of the service as simple and straightforward as possible, including the use of plain English in all communications. The continuous stream of government plans, new initiatives and targets is bewildering for NHS staff, let alone the public.

Each new system should be given time to produce results and be assessed before it is overtaken by the launch of another eye-catching, but not always well thought out, plan.
