What can be done to promote and improve cycling in London?

I plan to begin a £500m investment programme to deliver a central London cycle-hire scheme, fast, safe cycle routes into London for commuters, and a local network of cycle-friendly routes in outer London, including major extension of green cycle routes through parks and along canals.
We should introduce the Oystercard Bike Hire scheme at main rail stations and other key locations. We should also ensure that secure cycle parking is available, give priority to cyclists at key road junctions and work with boroughs to complete the London Cycle Network Plus.
We want to create a Paris-style mass cycle hire scheme to help treble cycling by 2012. All new developments to London must support the city being virtually car-free.
We should deliver a Paris-style bike hire scheme, tackling cycle crime which is rife in our city, and providing secure cycle parking.
