It will cost £1.79 and offer free online content as well as a subscription-based format of the British tabloid.
The app will be on sale in the UK by the end of April. The subscription is free in the first week after download, and may include video content.
The app, designed by digital magazine software company Pagesuite, also includes music playback from the iTunes library.
Other sister publications of the Daily Express such as Sunday Express, Daily Star and Daily Star Sunday will also launch their iPad apps soon.
