Norman, who has taken up a strategic review of all ITV's activities since he took over in January, is understood to consider regional news as very important. Sources close to him said that he thinks ITV should not walk away from regional news.
Norman's decision may hit the government's plans to test independently financed news consortiums in several regions including Wales, Scotland and the North East and Borders region, which would produce regional bulletins for ITV1.
It would however not be easy for ITV to reverse the decision as the Department for Culture, Media and Sport is overseeing the tender process involving eight bidders for three pilot schemes. A decision from the culture secretary, Ben Bradshaw, is expected next Thursday.
