The opening of VM's ducts would allow BT to meet its target of connecting 5mn homes to the new broadband network without needing to dig up extra roads.

BT has brought up this issue despite Ofcom's earlier ruling that Virgin cannot be forced to open access to its ducts as it did not have Significant Market Power (SMP).

Ofcom is due to conduct a fresh study of the matter during spring.
