does it matter? its a representation of the headline, no different to if they drew a cartoon of him standing alone.
It does make a difference. If you cannot believe a photograph even from a supposedly respected source, then any image is worthless.
The Economist is to economics what Newsweek is to current affairs. I wouldn't wipe my backside with it.
Having the top half of the rear view a little-known woman would have done nothing for the reader and rather spoilt the balance of the cover.
It all rather depends on what credits The Economist gave for the cover. If it said "Cover by John Smith based on original photograph by Larry Downing" then it's legitimate. If they passed it off as an undoctored photo, then they've made a mistake.
