Civil servants killed the idea of rewarding prison officers for low rates of recidivism. Scotland's state prisons train criminals to emerge more accomplished crooks. Private prisons would teach tradeable skills and civic virtues. Their graduates would not return to crime. No wonder the Scottish Office crushed the plans to reward success.

There was only one thing on the minds of the richest and most powerful men in Scotland in the 18th century when they sat down for their annual secret society banquet. The Beggar's Bennison banquet began with members putting their members on a large pewter plate to be measured. After that it was downhill all the way. A young local girl was paid to strip naked, although her face was covered so she could not identify the men in the room. Sex was the only topic of conversation, the more deviant the better.
